and enable security to respond to potential threats in a timely and effective
manner. |

Port operations are a sophisticated system encompassing
vessels, cargo, terminals, equipment, staff and other potential sources
of secrity threats. A single 'risk factor', such as a suspicious container,
raises the risk potential of any associated 'risk object' such as the
shipper, consignee and vessel that are connected with the container or
have had
physical contact with it. The discovery of security threats is unpredictable.
They may arise from law enforcement agencies, be detected internally
through a security investigation or other sources. How can port authorities
and facilities operators implement risk prevention, threat detection
and response capability in such a dynamic environment? The Klein Security
Management System meets this challenge with a risk management infrastructure complementing
the port's operations management sytem. To all or selected port data,
it adds a security 'signature' to create a database of potential risk
