Government authorities are demanding that port authorities implement systems and procedures to track vessels, equipment and personnel and enable security to respond to potential threats in a timely and effective manner.

  The Klein Security Management System

Port operations are a sophisticated system encompassing vessels, cargo, terminals, equipment, staff and other potential sources of secrity threats. A single 'risk factor', such as a suspicious container, raises the risk potential of any associated 'risk object' such as the shipper, consignee and vessel that are connected with the container or have had physical contact with it.

The discovery of security threats is unpredictable. They may arise from law enforcement agencies, be detected internally through a security investigation or other sources. How can port authorities and facilities operators implement risk prevention, threat detection and response capability in such a dynamic environment?

The Klein Security Management System meets this challenge with a risk management infrastructure complementing the port's operations management sytem. To all or selected port data, it adds a security 'signature' to create a database of potential risk elements across all port operations. It achieves this by:

Identifying potential 'risk objects' - vessels, areas, equipment, containers, personnel
Secure enrollment of employee, operator and visitor personnel
Authentication of all personnel - on access, egress, transport and handling operations
Security and controlled access certificaiton for perimeter, designated areas, warehoues, gates
Security violations alerts to security staff, law enforcement and disaster authorites
Risk level assignment, for each 'risk object', according to U.S. Coast Guard guidelines (I, II and III)
Integration with security planning, training and documentation processes

Identification Procedures

Temporary and permanent biometric enrollment and authentication, with due diligence depending on security sensitivity.

May be applied to employees, operators, visitors, vendors, crews, passengers, with background checks if appropriate (*)

Access Control

Progressive controls - perimeter, individual facilities, restricted areas - guards authentication, day/time limitations

Authenticated advance notification of supplies & services deliveries; hazardous materials receiving security plan

Crew credentials and cruise passenger authenticatino before dis/embarking through restricted facility (*)

Advance authorization for tug, barge scheduling alongside vessels & berths

Authenticated X-ray and explosives screening certification for cruise baggage, ships stores

Internal Security

Vehicle acces restrictions to designated controlled/fenced parking areas;driver authentication to vehicle licenses

Approved rail and truck gates, unlocked by authenticated security guards; pre-clearance of passage notification

Tamper-proof biometric minutiae ascertain ID bearer's identity; day, time and area restrictions supported

Secure authentication of security patrols, their routes and frequencies, and patrol records maintenance

Perimeter Security

Dual-level authentication for access to security-sensitive restricted areas (alarm, communications, power systems)

Monitoring of area lighting supported through interactive mapping, video surveillance, and monitored security patrols

Lighting

Monitoring of area lighting supported through interactive mapping, ideo surveillance, and monitored security patrols

Alarms, Video Surveillance, Communications

Alarm points and video surveillance areas mapped to operations and restricted areas; authenticated monitoring enforcement

Intrusion detection can generate automatic or authenticated alerts to security force, law enforcement and other offical agencies

Training & Security

Awareness

Port-specific policies, plans and responses - prevention, detection, response, remediation

Operations, reporting and notification procedures; periodic training, awareness and certification program

Security Plan & Response Procedures

Plan docuumentation with all mandatory components; documentation of security assets, functions, operations; current contacts information and response agreements(*)

  Footnotes:

*

In cooperation with law inforcement agencies and cruise/cargo lines where appropriate

Additional requirements for threat levels II and III are supported, as per guidelines

Some security measures/functions are installed in cooperation with Klein's implementation partners

These capabilities enable port authorities and facilities operators to implement facility, vessel and cargo security plans that support instant response to internally detected and externally advised risks at all levels, to meet, and comply with, U.S. Coast Guard Security Guidelines (PACAREA INST 16611, 31 January 2002) for waterfront facilities.
