| The Chamber of Shipping of British Columbia required a system to
improve the accuracy of the data used in conducting an Air Emissions Inventory.
The system will import data from the Pacific Pilotage Authority and the
Canadian Coast Guard to create detailed information on ships visiting British
Columbia. This data will be then supplemented with survey data on engines and
fuel consumed while the vessels are operating in British Columbia. The end
result will be an accurate annual inventory of air emissions from ship visits
to British Columbia that will contribute to a marine air emissions study
carried out by Environment Canada and the Greater Vancouver Regional District.

which will support traffic control in the vicinity of Cezi Island (Cezidao),
China. Cezi Island Harbour will be the site of the main crude transfer terminal
for the Ningbo-to-Shanghai-and-Nanjing Import Crude Oil pipeline project.
Safeguarding the 19 km Damao Mountain to Cezi Island Crude Oil Dock channel is
the main management objective of the project; in particular, the protection of
several critical oil- and gas pipes which must be avoided by shipping traffic.
Cezidao will install Klein’s Management Information System which is integrated
with HITT’s Vessel Traffic System.. |

| In October 2003, Dublin Port Company went live with the Klein
Vessel Traffic Management Information System. KSG was awarded this contract as
the result of a thorough public procurement tender process, governed by the
European Union Public Sector Procurement rules. The contract is a key element
of Dublin Port Company’s strategy to renew its information systems and
infrastructure, streamline its business processes and reduce its operating
costs. The system will enable the company to become a fully online port,

installed in response to the port’s requirements for tracking of both vessel
and cargo activity. The system incorporates services billing and a statistical
module which tracks both vessel calls and cargo activity based on
electronically imported cargo manifest data. |

The Halifax Port Authority (HPA) has updated its system to include
a comprehensive Cargo Management System to track all the cargo that passes
through this important Canadian East Coast Port. Klein worked closely with HPA
staff and consultants to fine tune the system specifications and final
deliverables for the project. The system will be used to electronically enter
manifest detail by individual shipping line for all HPA import and export
cargo. The system will calculate associated cargo related fees, in accordance
with port tariffs, and produce the appropriate customer invoices. Klein will
interface the invoicing module with the HPA third party Financial Accounting
system.
The Port of Halifax also utilizes Klein’s Harbour Master module with a
graphical map interface to book vessel calls and issue billing for port dues.
Using Klein’s tariff editor the port was able to implement an automated billing
system based on a complex set of tariffs, substantially improving the speed and
accuracy of invoice generation. |

| The Port of Pascagoula needed to upgrade their systems and will
install Klein’s Port Management System comprising a Vessel Traffic Management
Information System (VTMIS), Integrated Billing module, Accounts Receivable
module and Management Reporting system. The system will interface with the
port’s existing accounting system. The port’s objectives are to upgrade the
existing software systems and to improve the manual business processes
currently in place at the port by taking advantage of the operational
efficiencies and higher quality information that can be produced by a new, more
comprehensive software solution. A key benefit of a new system will be the full
integration of all the port’s activities into a single data base application to
facilitate the management of vessel scheduling and tracking, seamless billing
of port services and improved management reporting. Another key requirement is
the need for the system to be modular therefore allowing for the ability to add
enhancements and/or new modules in the future.

In April 2004 Klein Systems installed the Management Information
System for the Vessel Traffic Management and Control System for Yangshan
Deepwater Port of Shanghai International Shipping Center in China. Klein
undertook this work as a subcontractor to its associate company HITT NV., based
in the Netherlands
The Klein Vessel Traffic MIS give the end-user, the Shanghai Marine Safety
Administration, a powerful tool to ensure the safe and expeditious operation of
the Port and associated waterways. The system provides sophisticated
integration of the vessel operations database and the HITT vessel traffic
display allowing rapid access to background detail of vessel targets and
automated logging of vessel activity. The system includes a full dual language
capability allowing operators to switch between an English and Chinese
interface and storing both English and Chinese terms for key data fields.
The project is part of Shanghai’s plan to become the central hub of shipping
and commerce in Asia as well as the world’s largest container port within 10
years. The project involves major investments in advanced and modern logistics
facilities.

port locations: Jeffersonville, Mount Vernon and Burns Harbour.

| Los Angeles Pilot Service has been using the Klein
Pilot Dispatch and Billing System in their live environment since
early 2003. The system was implemented as part of their program
to update and computerize pilotage management procedures and to
improve the standard of service to the Port of Los Angeles shipping
community. KSG’s Pilotage application represents the state-of-the-art
in scheduling pilots in accordance with planned vessel traffic.
In addition to its forward planning capabilities, the system records
actual times for piloting and ship movement activities and this
information is used for both statistical analysis and billing purposes.
Tariffs are applied to completed piloting jobs for entry into the
port's financial accounting systems. The Klein system automatically
generates reports for the Marine Exchange of Southern California
on Port of Los Angeles vessel traffic movements, and provides multi-query
level reports for management. |

| Brisbane Marine Pilots, (BMP),’s core business is providing pilots
for vessels moving in and out of the Port of Brisbane, and for vessel movements
between locations within the Port of Brisbane. BMP have an exclusive contract
to provide these services. BMP is required to provide pilots for shipping on an
as required basis, ie, when a ship is ready to move, BMP must have a pilot
available. Pilots are assigned to vessel movements according to their
availability and level of fatigue. The KleinPilot Dispatch system will allow
for more efficient planning, scheduling, and resulting in structured
information generation.

| The South East Alaska Pilots’ Association (SEAPA) of Ketchikan,
Alaska have contracted with Klein to implement a KleinPilot Dispatch and
Billing system in advance of their busy cruise ship schedule beginning in May
2004. In addition to the base system functionality SEAPA requested a Cruise
Ship Scheduling feature which facilitates the pre-allocating of pilots for the
entire season based on known cruise schedules. The system provides information
to assist in the equalization of assignments for individual pilots and also
factors in pilot travel requirements. As vessel schedules change throughout the
season the system re-assigns pilots based on new cruise ship locations. The
Klein Billing module automatically creates invoices on completed Pilotage jobs
and has the added ability to manage multiple ‘contract based’ tariffs.

| The Tampa Bay Pilots Association implemented the KleinPilot
Dispatch and Billing application in January 2004. The system manages the
rotation and dispatch of pilots from stations at Egmont Key and the Port of
Tampa Bay. A special feature concerning ‘Safety Zones’ was added to the system
to keep additional vessel traffic out of specified areas when certain ship
types are transiting these secure zones. The system also identifies vessel
conflicts; at double booked berths, in certain high risk channels, and for
excessive vessel draft. Klein provided an Internet interface which allows
pilots, agents and the general public to have different levels of secure
interaction with the system. The Klein Billing module automatically creates
invoices on completed Pilotage jobs and interfaces this information with the
existing 3rd party Financial Accounting package.

| Moran is a full service tow boat operation with some 96 tugs and
40 barges, serving 13 ports managed from 11 offices on the U.S. east coast. The
tug management system developed by Klein services all the ports from a single
unified database at their head office in Greenwich, automating job planning,
crew scheduling, job tracking and invoicing. The sophisticated tariff editor
incorporated in the Klein billing application enabled Moran to automate invoice
generation based on Moran’s multifaceted system of tariffs and discounts. |

| Cates Tugs operates berthing tug services within the Port of
Vancouver. Klein implemented a custom system to plan jobs, assign tugs,

invoice detail. A critical feature of the system is a link to the Pacific
Pilotage system enabling Cates to maintain up to the minute information on
vessel movements to assist in job planning. |
